How the State Department Spends Your Money

The US State Department under Secretary John Kerry has become a laughingstock. While Spokesperson Jen Psaki occupies herself by Tweeting mindless “selfies,” her boss’s “social media” team are busy putting together incomprehensible platitudes like the below. Can anyone in his right mind explain what this is supposed to mean? Are there any grown-ups left at the State Department?
